Dubai Freehold Areas: Where You Can Actually Own Property

Not every neighbourhood in Dubai lets a foreign buyer hold full ownership. Freehold rules define exactly where you can — and where you're limited to leasing instead. Here's what that means, and a searchable directory of the areas that qualify.

What "Freehold" Actually Means

Freehold ownership gives you full, permanent title to a property — registered with the Dubai Land Department, with the right to sell, lease, or leave it to your heirs, just like owning property outright anywhere else. This is the ownership type nearly every international buyer is looking for.

The catch: non-GCC foreign nationals can only hold freehold title within Dubai's designated freehold areas — more than 60 specific zones approved for foreign ownership. Outside those zones, in older, non-designated neighbourhoods (Deira, Bur Dubai, Karama, Satwa, Al Qusais, Al Rashidiya, old Jumeirah), non-GCC foreigners are limited to leasehold arrangements of up to 99 years.
